What exactly is the trope here? It's not clear to me from the descriptive text, and the examples seem to be illustrating at least three different tropes which really aren't related that much except for having to do with the weather:
Weather that doesn't fit the mood of the story. E.g., as in the page quote, a clear quiet night at the mad scientist's moment of creation. Either a subversion or inversion of Empathic Environment.
Weather which is abnormal for its time and place. E.g., Vermont's warm spell in White Christmas.
Weather which is incovenient for the characters. E.g., rain when they are going camping.
