I seem to remember he got out of it because he was going to pay, and the meter maid had already finished writing the ticket and gave it to him anyway, even though he had coins in his hand. (Which would probably be what she was supposed to do.) But Google isn't helping much with resolving either way. (There's a snopes forum discussion where it was mentioned, but no one there seemed to really remember either.)
