Is it really "Arbitrary weapon range" if it serves a purpose other than balance? Real life militaries have a minimum arming distance for the same reason it exists in games, you don't want to hurt your own people with explosives. Grenades will commonly have different purposes depending on explosion radius, this is the difference between offensive and defensive grenades.
