I don't think TV Tropes has a standard ruling on where puppets go, but the distinction I personally usually use is that stop-motion animated puppets are Animation, but puppets that move around in front of a rolling camera are Live Action.

If I recall correctly, Supermarionation involved moving puppets around in front of a rolling camera, making them live action.
