The page quote doesn't illustrate very well the trope IMHO. Not very clear if you just read it without seeing the comic, and brings to mind a couple of other admitedly related tropes that don't actually show what this one is about. For something more descriptive, I suggest Ritsuko's quote from Neon Genesis Evangelion (paraphrased from memory): "That is no armor. Those are restraints, that allow us to control and limit its power. And the Eva is breaking itself free on its own. We ca not detain it anymore."

This forced the robot to be patriotic and will be willing to take any mission, whether they like like it or not. Bender aggree to take a suicide mission, followed by him cursing on the circuit. I believe this is an example of a restraining bolt.
