The nearest are Customs Officials who are licensed to look at the Interpol databases in Costa Rica. They go around with "Interpol Officer" written on their backs, their main business is to stop criminals wanted in Costa Rica or elsewhere entering the country. Does this count as Defictionalisation even if they only have jurisdiction in Costa Rica? (they can also deport people to where the warrant is based.)
