What is this trope if it's third person rather than first person?

Basically, in a third person narration, the narrator is always someone other than a character, so the third person narrator can't be either the main character or a peripheral character.

Late reply, but a third-person protagonist who is less interesting than other characters is suffering from Designated Protagonist Syndrome.

It he a character other than the protagonist? If so, say so.
