No, I've seen the occasional Dumb Blond joke or character. It's definitely applies more to girls than to guys but not quite Always Female.
No, there's a bunch of male examples to this trope. Ryuji Goda from Yakuza 2 is blond and rather brutish, even saying that a real man ought to be a little stupid or something like that.
Johnny Bravo is listed here, so clearly not.
