I'd say that Giving the Sword to a Noob preserves suspense and drama. You don't know for certain just what the incredible mysterious sword is supposed to do beyond "favorably resolve the plot", and you don't really know that the noob isn't its chosen wielder even if he might seem an imperfect choice. This trope is, in a world of magic, giving a plain ordinary sword, to be used on ordinary patrol duty, to the guy who in basic training managed to impale himself with a foam sword and get lost for three days between his barracks and the training field outside. It might still be fun to watch what happens... but you knew what was going to happen.
