Personal experience, in Venice, Italy there were several people selling fake handbags. The handbags were spread out on a blanket. When the lookout gave the signal for incoming police, the seller quickly put his arms through all the hoops effectively wearing about ten to twenty purses on each arm, standing behind an empty blanket as the police walks by. It's completely obvious that they're selling them on the street but apparantly as long they're not the blanket when the cops walk by it's legal.
It's a pretty funny sight to see a grown man, of which you know he's into shady business wear 20 purses on his arm while two police stroll by and pretend to not notice.
