I think you're mistaken. The trope isn't about someone who's been forgotten and being remembered. The trope is, as the description said, about implying that the character is separate from the other characters being named.
Saying, "All these fine people and Bob," is an example of the trope; nobody's forgotten about Bob, the person is saying it to put Bob separate from "fine people."
Nuked the image for not actually being an example. Just because this trope is named after Zoidberg doesn't mean it's about Zoidberg.

This page is about a specific joke often employed at the expense of the Butt Monkey. So saying "Meg [from Family Guy] IS this trope" doesn't really make any sense.
Like many articles, this has digressed into "Complete lack of understanding of what the trope is about."
The Trope is suppose to be about someone who is of no real significance, and if the interjection "and zoidberg" were not there we would likely forget about said character... or that said character had been forgotten and was recently remembered.
An additional note: Notice the sheer quantity of anime people "think" follows this trope. It's not the trope, it's a cultural difference... the way they say things, and think of things, is vastly different than the way you all do...
