Proximal Flame has confirmed that Nemesis cannot presently create more stable A.I.s on her own level, but she can build warship command expert systems that are superior to any organic crew. They just can't make decisions much more complicated than killing the designated targets in the best manner available.
Do we actually know if Nemesis can build more of her kind? My understanding is that Echo is presenting data in such a way that her handlers will reach a conclusion of her choosing, which may not be correct.
