Because she can't. Using other mutants' powers has never been an ability she had.

Keep in mind she can imitate powers exactly as much as she imitates clothes; she can take the appearance of Logan's claws, but they sure as hell weren't adamentium.

I’m having a hard time with this. In The Last Stand, the scene where mystique looses her powers due to the cure weapon, why didn’t she change into someone else and stop the bullet? So, in X-Men 1, mystique transforms into Logan, taking his mutant claws. Does this then mean that Mystique can transform into mutants and take their powers? Because if so, when she saw the laser on Magnetos back, why didn’t she change into professor X or Jean grey and stop the bullet with their powers?
