You're assuming that Penny is the same age as her actress. For all we know, Penny was 18 or older and Connolly is simply younger than the character she played.
Although Maverick not having second thoughts about following Charlie into the women's restroom to talk to her is actually something that reflects poorly on him today.
fridge horror: Jennifer Connelly who plays Penny in 2022 was sixteen years old in 1986 which was the year the first Top Gun came out. Connelly starred in Labyrinth in 1986, which gives you some idea of how young she was. If Maverick “fooled around with an admiral’s daughter” in 86 and that was Penny, then he’s not just in the business of recklessly hazarding aircraft in his storied career, he’s also guilty of statutory rape.
