I don't play Total War: Warhammer myself but the general rule is to use the terms the game itself uses.

I have actually been meaning to ask where the Empire of Man thing comes from because I cannot remember the term being used in Warhammer itself for many years before it was finished, if it was used at all (it doesn't make much sense if anything else as there are many other human nations in the setting).

I haven't read any of the books so I can't answer whether or not the term has been used there.

Otherwise, the Empire was referred to as "the Empire of Men" in Total War: Warhammer: Prince of Altdorf.

I think it would be best to add them to the "Forces of Chaos" category because they serve a minor Chaos god who is responsible for their existence.

While the Norsca factions re-use many Chaos units, they function differently than the main faction - They can hold settlements within their homeland, they have unique Lords leading their armies, and they are largely restricted to Marauder-tier infantry.

On a similar note, however, I do think Kraka Drak should probably be merged into the main Dwarf folder. Unlike Norsca, Kraka Drak seemingly has no gameplay or narrative differences from the core race, making it little more than a Palette Swap.
