No, because the trope is about evil rulers and not just evil characters in general. It's one of those tropes where many people seemingly only read the name and not the description.

Dr. Robotnik (who is not an overlord) from the Sonic film was put to this category and even had a video example. Is there another trope that is like everyone hate this character? If i remember Eric was in some episodes an overlord himself.
Does Eric Cartman qualify to have 0% Approval Rating? Aside from his mom and other minor characters, just about everyone in South Park dislike him due to his racist, psychopathic, sociopathic and asshole behaviour. Even Butters said he didn't really like Eric.
