In most cases I'd say no, impressions are not characters, but in some cases the impression takes on a life of its own and becomes a character in its own right. I'd say Wil's Harry Carray impression is a perfect example. Celebrity Jeopardy, maybe. Phil Hartman's Clinton, no. Almost all political impressions I'd say no, the political satire really depends on the impressions not being character.
So, judgment call, but I'd say mostly no.
The Macgruber breakout page needs wiki magic or I'd say merge it back into the main page. No such thing as notability, but if no one has any tropes for the sidekicks, no point breaking it out.
OTOH, I could see the case for breaking this page down by era. The page is pretty long, though not really at the breaking point yet.
Are imitations of real life people considered characters?
If yes, there's a massive chunk of politicians missing.
If not, we have to cut out all of Celebrity Jeopardy.
