I thought it was pretty well documented, and acknowledged by Schulz, that Franklin was created in response to a correspondence between Shulz and a schoolteacher who thought inclusivity in media was important and Peanuts was the best strip to show it. He might have said that Franklin's race was immaterial to his character, but that's not quite the same thing.
