There are multiple people in Nazarick that are stronger than he is yet lower ranked. I don't think there's anyone at 100 that is outright inferior in terms of ability. How can we say that the trope is in play when you take that into account? At the very least it applies to Nazarick as a whole in that the highest level NPCs are the ones that have the highest rank, but in that case you're getting it backwards. It'd be Asskicking Equals Authority because they're given the ranks due to being the strongest.
