I think what they're going for is that A Nazi by Any Other Name is about when an individual or group in fiction is used to stand in for Nazis, and Scary Dogmatic Aliens is about when an alien individual or group is used to stand in for Nazis (or whatever political/social movement the writer thinks people should be afraid of). Basically, it sounds like A Nazi by Any Other Name is a supertopre to Scary Dogmatic Aliens when it comes to the Nazi movement: the same circumstance but about a specific group in fiction.
I just double checked A Nazi by Any Other Name and I don't see anything that doesn't allow both tropes on the page.

<shrug> I'm playing devil's advocate here. I will say that anything that could go under A Nazi by Any Other Name could just as easily go under Scary Dogmatic Aliens, so having both could be seen as redundant. Beyond that, if you want to add it back, I'm not particularly invested in stopping you.
