Alright, it appears we have a dispute on our hands over whether Ganondorf's Boss costume is based on either a Cucco or Gohma. It's popularly accepted among the fans that the outfit is referencing a Cucco, though another user is insistent that it appears to be based on Gohma instead. Since I don't see this being resolved privately, I've decided to put this one out in the open for others to add their input. Below are image references for Ganondorf's costume and the two things it's most likely based on.

Let me post my arguments as to why Ganondorf's Boss Costume is a Gohma:

Ganondorf's Boss Costume recolors his armor (including his boots and his gauntlets) to a metallic shade of gray. His skin is colored dark gray, and his suit is gray. These colors have similiar parallels to the colors on Gohma's shield appendages and it's large scissor-claws.

He has brown pants and a brownish-red cape with yellow-orange outlines which come from the various colors on Gohma's body. Furthermore, the lines on his armor and his belt retain their gold color, either because they're not important, or because the gold, as a yellow-orange color, better pinpoints the creature it's based upon.

The feathers, armor symbols, and Ganondorf's hair are the only white things, which would obviously come from Gohma's eye. The jewelry are painted blood-red, much like Gohma's eye veins and color of the iris. Ganondorf's irises and the gem in the jewelry are a light shade of blue, much like Gohma's iris when it's vulnerable, and also a reference to how the blue overtakes Gohma's iris starting from the pupil when it's vulnerable to an arrow.

Only Ganondorf's hair, fur, and armor symbols are of a color that can be considered white.

Notably, the costume has way too many other colors, and the wrong kind of the right ones for it to actually be a reference to a Cucco. The main color being gray instead of white, the addition of the various grays + the brown, and the yellow and blue colors being extremely different colors from the ones of the Cucco's, and even having a different red in addition to the Cucco's red, is extremely important to note. Furthermore, as a recolor, the fact that Ganondorf mostly uses different shades of gray, how little the colors of white is used, and how the blue colors used for Ganondorf's eyes have little to no similiarity with the blue of the Cucco's eyes, the possibility of it being a Cucco decreases dramatically.

Furthermore, how the gray on the armor contrasts with the white symbols is in stark contrast to some of his other costumes that are recolored references, if the costume is indeed a reference to the clucking terrors. (Here's a back shot too.)

Ah, yes. Speaking of those shots: The 3DS version, lacking the power of the more powerful Wii U, means there's less obstructive lighting and the colors become less shiny. That Ganondorf didn't get any whiter or brighter but is more visibly gray speaks volumes. The golden colors of his costumes were also replaced with a yellow-orange color, fitting since gold is a yellow-orange color to begin with.

Furthermore, Ganondorf referencing Gohma obviously groups him in with the rest of the Boss Pack costumes: Link as Ganon, Zelda as Argorok, Lana as King Dodongo, and Cia as Manhandla. Furthermore, the Boss Pack rewards are divided depending on the Mode. The boss challenges have Lana, Zelda, and Link's costumes, while Ganon's Fury has Cia, Ganondorf, and an unlockable version of Ganon's Fury where you play as a Cucco instead.

Lana and Cia's costumes can be unlocked by going through the first mission-themed challenges of each mode. Zelda and Ganondorf's costumes are unlocked by going through the second mission-themed challenges of each mode. Link's costume and the Cucco are unlocked by braving the final set of mission-themed challenges. Thus, we can group them as a set of costumes based on regular bosses for the major HW-original characters, a set of costumes based on regular bosses for the major Zelda characters, and the special rewards: A costume for the series' main character based on the series most iconic villain and keeping with the theme of the pack being based on the giant bosses, and being able to play as a Cucco respectively. The reward denotes the hoops you have to go through in order to get them.

Another way to look at it is that Zelda and Lana are based on the draconic bosses (Vs. Dragon), while Ganondorf and Cia are based on the non-draconic (Vs. Beast) ones. Link's, being the hardest reward to get in the Boss Challenges, is of course based on the one and only Giant Boss whose colors should be that hard to get: Ganon (Vs. Ganon), and the playable Cucco is the reward that equals the Ganon costume in the other mode.

Either way, it gives a standard loadout: the major characters (who were the only ones to get costumes in this pack) got the colors of the four regular bosses, while Link, being the main character of this game and the series, gets the colors of one of the special bosses, the one who could be considered to have gotten a major focus over even the rest of the bosses, the one who could be considered their "leader" even, the giant boss who does double duty as the main series' main villain: Ganon.

And of course, the fact that Link, Zelda, and Lana gets their colors in one mode while Cia and Ganondorf get their colors in another mode divides the major heroes and the major villains based on the mode, the theme of their costumes going cross-mode despite the divide, serving to unite them across the Boss Pack modes.
