Idk, I think Chiori fits here since Fontaine is basically her home now and she says herself she doesn't have a reason to go back. We can still have a folder in Inazuma that redirects here.

That said, the official Hoyowiki gives Chiori an "Inazuma City" tag, she holds an Inazuma-issue Vision, and most of her ascension materials come from Inazuma—Dendrobium flowers (levels), the "Light" book series (Talents), and Specter drops (both); the exceptions are drops from Coppelia (levels) and the All-Devouring Narwhal (Talents, though this is downplayed as playable characters typically use such drops from the latest Trounce Domain boss regardless of nationality).

Also, her card art uses an Inazuma-style framing, and gameplay-wise she lacks the Arkhe alignment and dolphin leap typically reserved for playable characters with Fontaine-issue Visions (as well as the Hydro Traveler).

The official website puts her under Fontaine, even though an Inazuma section exists (unlike with Childe, who is still in the Liyue section only because Snezhnaya isn't released yet). Also, I wouldn't be quick to trust Hoyowiki, it's sponsored by Hoyo but the editors are still fans like you and me, and plenty of errors have been spotted there before.

As for Chiori's Inazuma Vision: she received her Vision back when she was still in Inazuma, when she first made the decision to leave the country. She might be Inazuman gameplay-wise, but on this website we do things according to lore (Chiori choosing to belong in Fontaine), and it'd be weird if someone was reading this page, got to "Chioriya Boutique", clicked open the owner's folder and was redirected to the Inazuma page.

Then I'm guessing we'll have to wait for her Genius Invokation TCG card to come out and indicate where her faction ultimately lies. Either that, or indicate Chiori's uniqueness under the "Breaking Old Trends" trope (at least until Arlecchino comes along, who seems to be on track to have a Snezhnaya-issue Vision).

Edit: As for Tartaglia, his page is already subordinate to that of the Fatui, which in turn is under the hypothetical Snezhnaya page.

I knew this would happen when you wanted to organize the Playable Characters by Nation (Displaced Characters). Right now, Chiori is the only entry for Chioriya Boutique which I believe isn't sufficient enough to warrant a header which I brought up in the Inazuma character sheet (2 or more people to make a faction). Thus I would recommend putting her back in Inazuma for the time being.

Story-based arrangement of playable characters is not limited toGenshin Impact (or for that matter, its sister Hoyoverse games Honkai Impact 3rd and Honkai: Star Rail); besides, such arrangements typically take first priority (in keeping with this site's focus on stories), with gameplay-based arrangements being typically made with consideration to story (e.g., the playable cast of Arknights are sorted to classes because a majority are employed by Rhodes Island, the player faction, while the remainder are outsourced to them, while Servant Classes in Fate/Grand Order, apart from serving gameplay purposes, has long been part of Nasuverse lore).

Unfortunately with how Genshin is pacing its story, conventional methods that you are used to aren't going to work as well here as you would like as this situation is starting to prove. At least categorizing with Elements, we don’t have to worry too much about upcoming nations playable characters since we can just simply put them in their designated element. Back to the matter at hand, just place Chiori back in Inazuma since she has an Inazuma vision case. Once more people affiliated with Chioriya Boutique get developed we can talk about putting her back.

AFAIK TVTropes has an unspoken rule about giving pride of place to story when sorting out characters in video games, lest they stick out like a sore thumb compared to non-interactive media (e.g., anime/manga, western animation, literature, films).

Besides, the nationality/organization-based sorting in HI 3 set a precedent for the other big HYV games (i.e., here and HSR), so for consistency's sake we may as well keep the status quo (that, and I take the discussions about Chiori's placement as a sign of healthy engagement with this game's story).

Kazuha has a Liyuean affiliation yes, but the most of the role he plays in lore and story is in Inazuma. I don't think it's about his Vision type.

Meanwhile, for now, Chiori doesn't appear in any Inazuma quests or events. If in the future, she gets a big role a quest that takes place in Inazuma, we can reconsider, but for now, let's keep her in Fontaine.

Playable characters being sorted according to the provenance of their Visions (besides the Archons and Sovereigns) seems to be the norm here (e.g., Tartaglia's page has long been a sub-page to that of Snezhnaya, though much of his actions so far took place in other countries), so for consistency's sake I encourage moving Chiori's folder into the Inazuma page (under the "Outside Inazuma" subheading).

I agree. Most of their story involvement is in Poisson. A lot of attention is given to the fact that they help evacuate Poisson and rebuild the place after the Fontaine archon quest.
