Late reply, but I believe this was discussed a long while back and the consensus was that only a few of them can really be counted as characters. The ones currently listed are the ones who have some form of on-screen intereaction with the player character and party - if only a few lines of in-combat banter.

This is fitted under Word of God. But...There is nothing equivalent to WOG that would imply this, much less state it. It sure as hell isn't in the ultimania.
Okay, here's a question. Should tropes applying specifically to the things Ultimecia does while she's possessing Edea be listed under Edea or under Ultimecia? Currently they seem to be mostly listed under Edea, but it is specifically Ultimecia doing those things; Edea bears no responsibility for them.

I'd say in the interest of retaining whatever little mystery the game still has, list them under Edea, with a spoilered note in her description that her villainous actions were under the control of Ultimecia.
