Monaco is more often associated with the northern Italian empires (mostly Genoa, whom she was under the rule of for centuries, later Sardinia as well) and later the French. It looks like for a while Genoa was under Spanish influence, and Monaco itself was a Spanish protectorate during the 15 and 1600s (if I'm correct. That may be wrong, and I think it was still under the direct rule of Genoa anyway). Monaco doesn't appear to be on any formal lists of modern countries who were under the Spanish Empire, though, and personally I think she belongs on the Western Europe page.
She might belong to the Western Europe page, if such a page existed. But it doesn't. France and England are in the Allies page and Benelux have a page of their own.
Unless you're referring to the Holy Roman Empire page, which is NOT a Western Europe page. It's for the Central Europe, and Monaco has nothing at all to do with them.
Honestly, she's in the Spanish Empire page just because she has no logical place, and at least she has cultural and historical connections to Italy and Spain, plus lives in the Mediterranean, and not in the Central Europe.
