I never understood piracy as it was shown in movies and such; charge in cannons firing, rape and pillage, go to a neutral port to fence the booty then bury the rest as a nest egg.

And most importantly, if you\\\'re a bloodthirsty thug, who would be dumb enough to be neutral to you?\\\'\\\'\\\'\\\'\\\'

IRL this was because \\\"pirates\\\" were actually \\\'\\\'smugglers\\\'\\\'. Rum running was a common example - puritan types banning the stuff and making it profitable for someone to buy it far away and sell it to rich people with a taste for it.

The guys who did all of the violent stuff were known as \\\"privateers\\\" - mercenaries empowered by one government to attack and steal from its enemies, who would then be paid bounties for the attacks on top of buying their loot.

It\\\'d be more likely that the Water Tribes and Earth Kingdoms would be sponsoring a lot of that to keep the Fire Nation(s) weak.
