The second entry is borderline ZeroContextExample and lists characters that cannot be referred to as Mouse characters anyway. They've had direct relevance to different parts of the storyline and/or main characters (Urahara has been the major plot mover throughout the entire story and Yoruichi one of his most important tools (she taught the main character how to achieve Bankai), none of the captains (including Komamura) can classify as Mice, and the quincy and hollow de-power isn't relevant at all given that Ichigo had an entire chapter to say goodbye to his inner spirits long before, and so it was just a brief de-power during the final battle that is one of the many things the cancellation didn't give us a chance to see explained).

The same is true for Harribel. As an Arrancar, she was one of the core villain Arrancar during the Arrancar Arc (such as being used as the means to explore Hitsugaya's powers and contributing to the set-up of future reveals about Ichigo's powers). She was kidnapped at the beginning of the final arc to ensure compliance of the Arrancar, but was never seen again. There's no indication that Kubo ever planned to drop her given the build up he originally started to do with her three followers starting to unite forces with Ichigo's friends and Urahara, and the fact he said in interviews that his plan was to resolve every dangling thread by the end of the manga. However, we do know the manga was cancelled leaving Kubo with no time to even finish the BigBad final battle properly, let alone address all the dangling plot threads he had left.

It would be an assumption that Kubo deliberately dropped these characters from the storyline (which is what tropes like Mouse and Chuk Cunningham need) that ignores that we actually know that he has an established tradition of OutOfFocus (due to LoadsAndLoadsOfCharacters), when we know from interviews that his plan was to tie up all dangling plot threads from the entire, and when we know that the manga was so abruptly cancelled even the final BigBad battle was cut short and the main characters' fates glossed over. Mouse is a shoehorn; the trope we're dealing with here is LeftHanging.

Harribel is used in the Arrancar Arc to set up Nnoitra's eventual conflict with Nel and Ichigo and to explore Hitsugaya's powers by being the perfect counter to his abilities.

Urahara has been an integral plot driver for Ichigo's involvement in the story from Day 1, and how the protagonists have opposed the villains in every single story arc, and - as flashbacks reveal - was even involved in the events that allowed both Ichigo and Uryuu to ever be born. Yoruichi has been one of Urahara's major tools for this (including in the final arc), being the person who taught Ichigo how to achieve Bankai in the first place.

The Arrancar were the major villain characters of the Arrancar Arc, and start out quite significant in the final arc when Ichigo is drawn into Hueco Mundo.

Komamura is one of the Shinigami captains who has had as much focus as any other captain in the past, so he's not a mouse either.

The quincy and hollow parts of Zangetsu aren't even relevant. The inner spirits had their
