It's a long shot, but... Santa with Muscles?
Number one fan of characters that appear only once and ultimately were a recurring character either in disguise or trying a new image.I think just “Elf” with Will Ferrell?
Nah. Watched Elf many times and I've never heard that line.
For every low there is a high.I don't remember the movie well enough to know if that specific line was in it, but see if Santa Claus: The Movie rings a bell.
While it's mostly an origin story for Santa, the last half of the movie has an elf leave Santa's workshop to partner up with a shady businessman in America.

I remember a live-action Christmas movie about Santa and one of his elves in the US (not at the North Pole) where the elf exclaims that he isn't Santa's elf; "I'm my own elf."
I've quoted that line - "I'm my own elf!" for years but have no idea where it came from. Can anybody help me out?
