I've seen this. It's a version of Poe's story Hop-Frog. The dwarf character Hop Frog and his love, Trippetta, were the only humans in the show. The nobles that harassed him were all big, weird puppets.

Edit: Got it! It was an adaptation called "Fool's Fire," by Julie Taymore. It was released in 1992.

I can't tell you how often I've searched for dwarf story on PBS in Google without luck.
I've been a Poe fan since at least middle school (early 80's for me). I managed to stumble upon this show on PBS about 1/4 of the way through and it stuck with me even after all this time. It was a delightfully freaky show!

I've been dwelling on a program that I watched perhaps 15 or 20 years ago. The program was memorable in that it was dark with twisted characters, physically and morally, who seemed to delight in demeaning their dwarf serf. It was very dimly lit and had a medieval locale with castles and whatnot. I believe there was quite a bit of prosthesis use as I recall everyone having a fairly grotesque physical form. I don't recall the overall conflict to the program or whether it was a one-off or series.
It may have been on PBS because I seem to recall a pledge break during the program. The dwarf was the main character of the program and the story centered on him.
All of this is very hazy so particular details expressed above may not be accurate. Dark, serious, medieval program with a dwarf that is treated roughly. Maybe PBS. Perhaps 90s. Maybe very early 2000s. Maybe late 80s.
