Sounds a lot like Engie Benjy to me. I know that was a stop motion cartoon about a mechanic who fixed sentient vehicles.

I have very vague memories of this show, but I believe the basic idea was that a mechanic would do check ups on sentient vehicles like Plane or Boat. It's not Bob the Builder, I know that.
