I think that snap is from Rosario Vampire
When I reverse-google searched the image, I found that gif linked on a fanpage to Riruka Dokugamine from Bleach where literally all of the other images were of that character! And considering that the signature on the GIF in the corner credits it to a blog called "teambleach," I'm willing to bet that that's the answer.
Searching her name and "heart" brings up some similar-looking stuff, so yeah, I guess so! Thanks
