Finally found it myself, it's called "Kimagure Orange Road" : excellent anime !

It includes a boy who catches the hat of a girl, and the first episode revolve around stone stairs in the outside. The girl is I think from a family of folks with superpowers, with a fat and unruly cat . It has an excellent opening song as well .
