Discussion as in that they exist or discussion that includes how to find them? If the latter I'd say absolutely don't do it. Anyway, where exactly do you want to discuss them? I'd say the forums are probably the best place. I don't see any reason why a main article would need to discuss them.

No, it's just there's a thread on them and I was wondering about its validity.
It's basically "What emulators do you use?", which is kind of legally sketchy, IIRC.

I was under the impression that talking about emulators is not illegal, but talking about ROMs is.

It's a fine line. We probably don't want to be seen as abetting the download of ROMs but I don't see any harm in merely discussing emulation. It's similar to the difference between discussing legalization of marijuana and telling people where to buy it.
