I think this was from Arthur. In the episode titled, "The Contest," the characters try to come up with ideas for a tv episode. Brain gets an idea similar to what you described: he makes a potion that, when applied to an object, makes fur grow on it. Arthur somehow dumps a bunch on him, and he grows hair all over himself. He then rides away on a bike. The art style during this segment was completely different than the usual.

Sounds a bit like Rupert, in that there was a professor who lived in a castle tower and the two main characters often went there to help him with his gadgets.

Okay so I remember as a kid watching this weird show. I don't remember much at all but what I do remember is there was a scientist and he lived in either like a windmill type thing or a laboratory and there were these 2 kids a boy and a girl and he scientist was there friend and he one day made a potion to grow him a moustache. He tested it and he sprouted hair all over his body and the kids saved the day somehow that's the only thing I can remember. I don't even know if I dreamed it or it was an actual show. This was during blockbuster times I think it was rented and I cant think of the name I have tried every way to find out what it was.
