Some playing with AM/FM Characterization?
Depends. If this is the driver being introduced, I'd say Establishing Character Music (and there's a good chance the driver is a Large Ham). Tropes are about meaning. What does this moment mean for the story?
My interpretation is that a character is purpousely playing loud music when people are having a conversation. Reasons could be that they're a Jerkass, or to get revenge.

Could be both. Establishing the character as a jerkass.
Character A and Character B chatting until they suddenly hear loud rap/rock music being blasted from a car pulling up. The person then steps out of the vehicle with a cold/arrogant look on their face.
