This is a phrase that just means "really long legs". Typically in reference to an attractive woman. There are a lot of movies that say this, but the only ones I could find are Tremors, Alvin and The Chipmunks: Chipwrecked and Who Framed Roger Rabbit. However, The Grey Market from Upload is the only example I could find that says this word for word.
