Sounds suspiciously similar with World of Goo, now I'm only mentioning it since it is a trend starter for this game mechanic thus reasonably placing this sought game after 2008 — there being a lot of copycats with some changes to distinguish between them.
But being post 2008, what um platform of "mobile" did you play this on? I know it's a silly question, but Nokia and a few other phone producers had flash and java software up to 2012 at the very least.

I remember playing this one mobile game about trying to connect what I think was a bunch of square living jellies? It started on just a table and after each chapter it would get larger and larger in scale. I remember that on what I think was the 2nd to last chapter they added a gimmick that let you clone the jelly.
