To start a new Discussion topic, click the Start New Discussion button in Discussion pages like here

Don't add headscratchers to discussion pages like you did, discussion pages are discussing problems with the page itself
If you want add a headscratcher, click on edit at the Headscratchers/ page, add a new bullet point like the others and click save
