She sounds like a Meltrandi from Macross. Macross Frontier had a couple of Meltrandi as characters. It could also be the Robotech version of the original series.

I only saw a clip of it as described in title. There was a mecha in a hangar and it opened up more like armor revealing the pilot was a giant woman. I think it was discussed in the comments for the clip the pilot can also shrink down to normal size.
