Well, the original version of that joke was a quote from baseball player Yogi Berra: "Nobody goes there anymore. It's too crowded."
Which is It's Popular, Now It Sucks! Not sure if that applies to your quote, though.
Thanks, Battle Master - The It's Popular, Now It Sucks! trope is mostly about people having kneejerk reactions of dislking something popular because they want to be different - but, a lot of examples are justified in that a place that's too crowded isn't as comfortable to be in, which is what I assume Yogi Berra meant. It does kind of apply to the New York joke too, although driving isn't something people do only for pleasure.
There's a little bit of Ice-Cream Koan to it, as usually happens when people imitate Yogi Berra
His actual quotes tend toward true Koans because he was a bit of a Genius Ditz for zen philosophy and baseball - he'd say profound things because they made sense in the moment and then realize their full ramifications after he said them, or as Malapropisms or Buffy Speak that managed to get his point across better than what he meant to say.
