Rozalin would win, if she becomes Zenon.
Otherwise, it's hard to tell who is strongest, so I'll go with my favorite. Jennifer it is, then.

I'd probably say Jennifer. Rozalin has that one trump card, but the chance of it activating is pretty slim, and I can't see her being physically stronger than Jennifer without it (since Jennifer can fight on par with demons despite being humans and is shown to be fit and punchy and all).

Don't PM me. We don't like being PMed.Sapphire was "crazy" in a way that made her fit into the Netherworld better than her own kingdom, I think. We only ever really saw her in her element, except for brief flashbacks.
In her element just happened to be...less crazy and more princess-y than the demons around her, and these are Disgaea demons who tend to be kinda chill unless purposely playing up their role.
Seriously, the most evidence we get to the "Sapphire is crazy and blood thirsty" is every once in a while she says something overtly violent out of nowhere, but everyone's reaction is less "she's nuts" and more "uh, OK? Moving on..."

I think she only threatens to chase Mao with a chainsaw, but no one really notices, not even Mao. Then again, it's been a while.
And no, she doesn't have a plan to kill everyone she meets. I don't remember her mentioning that at all (then again, it does seem like most of her threats were just randomly inserted into her dialouge and at most the first line of the next speaker has a token reaction).
I dunno, it doesn't even factor into her character arc at all and it barely comes up. Why is her being supposedly ax crazy even there?

Valzy loving sardines is actually explained and has a role in the plot, abit a very minor one. Sapphire's joke is just kinda there, and after a while the writers flat out forget about it.
Also, jokes tend to be funny.
Sapphire's joke is explained too if you want to take that angle. She's tired of people dying for her, so she decided to keep herself safe it would be best for her to be proactive and take out her enemies first.
Also, just because Disgaea 3 has bad writing and characters doesn't mean we aren't supposed to consider her crazy.
Edit: Speaking of which, having finished Disgaea 4 a few days ago I was surprised to find that I liked basically everyone. I don't think I liked everyone even in the first game. Well, Nemo kind of sucked and I blame him for chapter 9 being a colossal waste of time, but he wasn't really part of the main cast anyway.

Then she chases after him offering to use a scalpel instead.

Shrug. It just seems like such a minor part of her character, even with the explanation. Like, no, her not wanting people to die for her is why she learned to fight and is down in the Netherworld hunting demons and trying to kill the Overlord at all, her supposed craziness has nothing to do with that and is often used to just insert random humor into unrelated conversations.
And like I said, it seems like even the writers forgot after a while, in favor of her being "Almaz's tough, proactive but ditzy love interest".
I am overthinking poorly written plot threads, sorry. I'll shut up.
