As further evidenced by the Netherbattle scenario where she intends to use the next sum of funds Artina collects for her with the intention to fix up the Netherworld... on a battleship. (Not to mention recent official art still likes to show her as her fallen self on occasion, even with the rest of the newer Disgaea characters)
Her appearing as a fallen angel here could very well just be her using up her vacation* to hang out with Laharl again.

Alright being serious now, but if I would fathom a guess I think the game may explain how Flonne got into position of Arch Angel. That's the only plot thread I think that really needs covering. It's amazing how Disgaea ties all their plot threads and leaves very little hanging.
That would be cool I guess.
Also, Laharl having pants is strange. Strange and alien. Next they are going to give him a shirt.
And then I'll be...mildly disappointed.
Behavior has nothing to do with rank. By that logic, we could say that Laharl is a Overlord in name only sense most of his cameos ignore the character development he got in the original game.
Anyway, promotion or no, Flonne isn't going to just forget her friends, right? And she always was a bit...strange.

What I'm trying to say is that since Flonne is still quite evidently a fallen angel by default (as can be seen by her more self-absorbed portrayal in pretty much every appearance she made after D1, even with her Archangel debut in D4), there's no reason that she'd have to be re-demoted again just to retain her fallen angel appearance, sans a change in eye contacts.
And no, I'm not implying that she would just ignore Laharl and Etna just so she can keep her fancy position and giant mech funding. However, her going out of her way to get booted out of Celestia just so she can be able to actively travel with them again would be even sillier, Flanderization or no.
Kurtis would be more likely to be apart of the main story if he's in there at all, considering he was a sizable part of the first game to begin with. I'd rather Prier (maybe a human alternate as well? Just being idealistic here) and, to a lesser extent, Marjorly appear as in-game unlockables again. Maybe Gig too, as it would be nice to see some genuine interaction between him and Laharl.

In fact, didn't I say if that was the case, it would make the minor subplot about her becoming a angel again and later Archangel kinda pointless?
Of course, I am unsure if she can change between Angel and Fallen Angel at will. If she can, we have no problem. She just went fallen angel and took a vacation. (Of course, this thing could be set before she even became an angel again. We have no idea when Disgaea 4 is in comparison to the previous 3)
