They stopped doing headcounts when Marisa appeared. Her leaving the village left her as an unknown variable and she broke a system she never even new about.
I have no horse, and I must ride. I accomplish unlockments.Well, they were under youkai control in the 80's. Can't imagine what the 80's were like in Gensokyo, but I can't dislodge the image of Aya with shoulderpads from my head.

I write some fanfiction. Satori's Tale is done... but I'm not. What would be an even more amazing addition to that theory is if I could work out a way the headcounts were preventing the invention of the spellcard rules.
Meaning Marisa would be the reason Reimu can be Reimu.

I have no horse, and I must ride. I accomplish unlockments.Well, with no headcounts, inventory got all screwed, so the youkai suddenly had their precious human food source food source threatened, were all in a panic.
Cue Remilia's arrival, where she bands together youkai in an attempt to secure a stable source of human meat/minds. The vampire incident ends, but youkai aren't satisfied with Remi's arrangement, so they start drafting the spellcard rules to solve the problem their own way.
There we go.
I write some fanfiction. Satori's Tale is done... but I'm not.I was actually thinking that the PC-98 characters were missing from the headcount. Or Rin Satsuki. Or both.
Fandoms are insane.Just want to mention that the Kisume article has one untranslated section.
Anyway, looking at Reimu's newspapers that have been translated so far, Reimu considers Kyouko and Mystia forming a rock band, Orin acting as a forensic scientist for Yoshika some time before Ten Desires, and Kisume playing a prank some years before Reimu was born as evidence that Youkai are still as bad as ever today.
...did she even read the things she brought?

No, of course she doesn't.
The real question is: did anyone else?
I have no horse, and I must ride. I accomplish unlockments.Reimu really wanted to break up the Symposium fast so that she could actually garner some form of reputation with the villagers. She thought fast, but not hard.

"Seriously, don't eat the mermaid. And not just because it's half cannibalism." ~OtherarrowSeriously, Reimu is making Rumia look intelligent with the way she acts over the symposium.
"Allah may guide their bullets, but Jesus helps those who aim down the sights."The fact that she could beat the asses of everyone assembled means she can kick reason to the curb, row row be the powah.
Forever liveblogging the AvengersThe profile of Hoshiguma the Strong
Or the humans are just aware if anyone from the village has gone missing
Wait, where?
I think it's pretty clear that she didn't
She didn't really care to find any actual info. She just wanted to break up the symposium as fast as possible so that her shrine would get some more followers. Note how after the papers are kinda brushed off, she just spends most of her time repeating "Okay, but you have to leave. Now." "Now. Leave. Go."
I have a message from another time...She can beat them all individually, but I wonder how she'd do against all four at the same time.
Yuugi sounds pretty okay. At least she won't drown/eat/infect/convert you.

Heart of StoneRin was totes a Ki-rin, though (pure speculation, but it seems fitting). Yuuka was a... I... don't know what, Mima was an evil spirit (not a ghost! >_>).
Anyway, they wouldn't have ever lived in the human village or been counted as humans.
I keep saying it's her plan to defeat the horrible youkai presented here in SABND ch 20.

I write some fanfiction. Satori's Tale is done... but I'm not.Fantasy Temperament Heaven? Challenge them to a drinking contest?* Incite a religious war on the spot and pick off the survivors? Hax protagonist power?
Forever liveblogging the AvengersThe data vampires that make pages not found? I hate that kind of youkai.
I have a message from another time...
I'm telling you, Reimu just hucked these newspapers on the table because she hadn't yet read them and the fewer papers she needs to read to prevent them from becoming a spooky youkai in her warehouse, the better.
Because really, Reimu... Dredging up an article from over a decade or two before the spellcard rules were even invented (hell, before you were even born) really isn't helping your case. Especially when the content of the article is "Yeah, we're pretty sure some punk hid in a well and tossed out some silver birch to scare the kiddies away from the well they shouldn't have been anywhere near anyway."
Kisume has a line of dialogue now!
-cough-.
More tentative evidence that the youkai treat humans as farm animals or the sort. They do a proper headcount and everything. Or did, anyway.
