Nope. (If Idiot Plot, then being an idiot keeps you alive) does not imply (if being an idiot keeps you alive, then Idiot Plot). If it is a puppy, then it's cute, but there are cute things that are not puppies.
Fate's just the story of an idiot succeeding against the odds. No idiot, no succeeding.
And even then, Shirou never gets an ultimate definite victory. No matter the scenario, he'll never be able to save everyone he set out to protect, the actual Best Ends are a rarity that must be achieved through a very specific set of circumstances, and in the end, the ultimate victory must be achieved by Rin and Waver, none of whom are idiots, long after the fact.
Put simply, Shirou is in situations in which Stupidity Is The Only Option.
It's not so much an Idiot Plot, in which everyone is an idiot, but a specific set of circumstances in which behavior that would normally be idiotic happens to actually be the smart choice. It's like how Disgaea 2 is not an Idiot Plot even though the characters all behave like complete idiots most of the way through. It's not that they really are idiots, rather, they're smart, and Genre Savvy enough to know that acting stupidly is going to get a lot more results than acting smart.
Adell solves his problems by punching them to death because his brain told him it was the fastest answer.
Naruto solves his problems by Rasenshuriken'ing them to death because his brain knows no other answer.

In this day an age of gigabyte-sized memory cards, the fact that Pokemon are STILL limited to only 4 abilities is extremely sad for me. Digimon have more.
Given the way Generation VI made itself a whole lot more accessible, we might actually be on our way to a fifth move...

A decent player can create some outrageously powerful combos with four moves...

The four move limit heavily influences how you raise your Pokemon. If there's a particular strategy you want to employ with it, you often have to sacrifice useful moves for the sake of creating the Pokemon that can employ the strategy. And then there's deciding whether to equip Pokemon with moves that can take down the Pokemon that would have a type advantage, or going with the moves that will be the most effective against Pokemon your Pokemon has a type advantage against. Irritating as it is, the four move limit is a big part of the game.
I'll stick with Neptunia...

Neo wasn't godawful, but it felt rushed. The Anya/Star Crystal got resolved in one book.
Anya: "I'll take over Asuna and make her my slave!"
Negi: "Oh yeah? I'll just kiss her AGAIN! How do you like those apples?"
Anya: "Oh poo! I am defeated."
Ok, maybe not with that text, but it ended that fast to me.

Practically all of Naruto's fights are based around tactics and coming up with strategies on the fly. His victory is rarely attributed to brute force (though not saying he doesn't use it, hey he's up against some tough opponents and its practical) and not only that but to my recollection he has only ever won one fight with a Rasenshuriken.
