I have no idea who that is or how he's smug.
I figured the image looked like a smirk, and I figured a lot of people would be familiar enough with A New Hope to know that Motti's the guy who claimed that the rebels couldn't possibly be a threat to their station (the caption quotes him Tempting Fate) and ridiculed Vader for believing in the force.
Hmm... would a sneer be better than a smirk?

You're assuming a familiarity with the film, rather than the characters through Pop Culture Osmosis.

Well, two things: first is that "I find your lack of [...] disturbing" is an Internet meme and popularized that way, so no one is bound to know that phrase (how often do you see it quoted in day-to-day fiction, as opposed to the much more famous Luke, I Am Your Father?).
Second is that, I've seen the film a few times, and even I can't remember him. I know there's an Imperial guy, but I'd be damned if I remembered his face or anything he said or did.
