Is this a monthly series or a "whenever the author feels like it" series? Every time I read a new chapter, I forget what happened in the previous ones.

yup,it's a "whenever the author feels like it" kind of series,exactly the best type of material to adapt when there's only four volumes out,right?Exactly the same mistake they did to Hellsing when they did that TV series...
the author's previous work ended with ten volumes but took 10 years to finish,and even did a prequel spin-off that he abandoned after just publishing FOUR chapters,not enough to even make a manga volume...
Drifters started in 2009 and so far we only got four volumes,the guy is just as lazy as ever.Togashi is still worse with Hx H since he started the damn thing in 1998 and is still ongoing with lots of breaks that can amount to even two years without a single 20 page chapter...
No info on the studio yet.

That aircraft carrier will be a mighty fine asset in the upcoming war if they somehow find a way to fix it.
I forgot what our heroes were trying to accomplish by taking over the city. Were they trying to liberate it from the bad guys or did they need a new stronghold for their growing army? Or was it something political?

I'd think that fixing up the Hiryu, of all things, would be a tall order on its own. The thing is a wreck — even Tamon knows it — and its stranded.
IIRC, the Drifters tried to storm the Orte capital just to take the lead over the Ends.
As for the Hiryu, yeah that's going to be trouble unless the Drifters can find fellow Drifters who can either maintain them or teach those who can handle it since the world they're in has Middle Ages-based tech.
With enough Dwarves, Elves, and Drifter know-how, repairing the ship will be an arduous but feasible task, seeing how they've already figured out how to replicate guns and gunpowder.
Time is what makes the task seem next to impossible. I wouldn't be surprised if the war ends before they gather all the resources they need for it.
