The town would have to be run by some real idiots in order to promote a guy as unstable as Blake. Hell, most of the endings pretty much show his career being screwed up by either the Origami Killer getting caught or him panicking and killing the wrong guy.
That, and Norman's reputation in the FBI alone (if he was successful) would be enough to crush Blake.

Here's an example: Blake is Norman's Split Personality.

Well, for example, I put up a theory, Blake is gonna be the Big Bad for Heavy Rain 2. The explanation for this is when Captain Perry retires, he gives him the position to take over the police force. With this, Blake has ruled the town with an iron fist. Three protagonists, Ethan, Madison, and Norman would team up to stop Blake.
So, make your own theory for this game or help me strengthen my theory.
