Two courses of action:
- Simply assume the machines in the games are an abstraction, because waiting hours to bandage/rest up is boring
- Figure out how zappy machines can treat Pokémon within Pokéballs, why it doesn't seem to have a portable equivalent, and whether the technology is ever applied to human injuries.
^The machines exist, to my knowledge, in Manga and Anime canon. It can be assumed, for a starting point, that the machines are essentially accelerators of the same process that allows every Pokémon to be hit by a Rock Slide and emerge ready to launch an Hyper Beam six second later. It would make sense that there is no portable technology to do that, at least "currently" by adding the factor that you want to heal your entire party and you want the process to be expedite. After all, there are (natural) abilities that allow some Pokémon to heal an ally, but that's definitively not insta-button.
As for if yay or nay on humans, we can work out the whys from there.

Fanfic Recs orwellianretcon'd: cutlocked for committee or for Google?^ Let us assume that the actual medical procedures undertaken in Pokemon centers are a bit less precise than those on humans depending on the 'mon's much hardier constitution (just think of all the punishment your team takes in-game with no permanent damage) to compensate.
In theory the rapid healing technology could already be used for humans, but in less drastic forms. There's nothing in any media that claims that all of this amazing technology isn't used for things that aren't pokemon-related, just that it isn't as interesting as kid-safe animal boxing.

Hunting down Luvdisc for their Heart Scales which are quite valuble among some people, and the Luvdisc wouldn't be able to defend themselves because they're too weak.

Speaking of move tutors, how exactly do they go about tutoring pokemon?
