He's an NPC you're paid to assassinate in a sidequest. He doesn't get a single line of dialogue off before you kill him.

For Popodopolus and... Devola, apparently, according to Grimoire Nie R there were many settlements all throughout the world with Replicants, each with their own twins, presumably meaning Pop and Dev were mass produced. The settlement that Nie R takes place in is just one of those said regions. So, unless Taro's preparing some massive twist, I doubt these Twins are the same as the ones who were vaporised by Emil. Which will probably lead to an amusing little moment if these three meet in Automata.
On the other hand, there's always the chance Emil forgot about them through age.

It depends on what his role is.
I originally pictured him as just this quirky shopkeeper who you run into without much fanfare, and you can talk to him and get hints at stuff that happened in the previous Nier.
