That sounds about right.
Haki was definitely a concept from the very start - Haoshoku Haki was one of the first special powers demonstrated in the series. The fact that the other two types of Haki weren't foreshadowed at all until Skypeia and post-Enies Lobby (unless you count Nami's Luffy-damaging punch gags as hints that she has Armament stuff) makes it seem like they weren't quite a part of Oda's original plan. At the very least, you'd think that strong spirits like Smoker and Lucci would have some degree of Armament Haki from the outset, since the Marines and world government seemingly have ways to train people in the two common Haki types.
Oda has confirmed that Nami and Garp hurting Luffy actually has nothing to do with Haki and is just them punching him with heart.
I think that only applies to Nami, I'm pretty sure Garp hurting Luffy was supposed to be an example of haki in use before we knew what it really was.
IIRC, he said that in response to an SBS question asking why Nami's punches could hurt Luffy, long before the concept of Haki was introduced. Oda's response was that her punches hurt Luffy's spirit, which sounds a lot like how Haki works.
I mean, I know it's just a gag, and that Nami has been punching Luffy for probably longer than Oda has had the concept of Armament Haki, but I still really want that to end up canon in the end.
A more recent SBS asked him if Garp hurting Luffy was because of Haki and Oda said no.

Well, there are synthetic Devil Fruits now. Although only Zoan ones exist at the moment, it wouldn't be too out there for someone to perfect the formula such that it can become any type of Devil Fruit, and since they're man-made, they wouldn't necessarily have the same ambiguously mystical one-of-each-fruit limitation.
Beyond that, there's also the possibility of a Devil Fruit that can transform the user into another existing character, with their powers included. Or perhaps there's a Devil Fruit that allows the user to create a perfect clone of any character they touch, or something. If Oda wants Luffy to fight evil!Luffy for whatever reason, I'm sure he could contrive something.
Armament is definitely a late introduction when he wrote all those extremely badass Logias and had to come up with balancing factor. He just swept it under the umbrella with Conqueror (I bet in his original plan that was just plain "haki")

Yeah definitely. Well not a wuss, but lacking in some respects. Like, he can do stretchy punches good, but the hardened/vulcanised rubber? Nope. Overall power being low-mid tier New World. And when he gets out of being shadowed by his fanboyism and starts using aspects of his Fruit that he neglected because they aren't Luffylike, he gets much craftier and dangerous.
Would be real cool side character story, I think.

I am now interested in this theoretical character.
I recently read the raws for Ch. 803. There was a point where Koala was asking if Dragon wanted to hear about Luffy, then we hear some random "I'm full" and Dragon sheepishly says that Sabo already told him about Luffy. From what I read in the raws, the conversation in that panel should go like this:
Dragon: Guess that report about Robin's capture was false.
Koala: Aren't you gonna ask about Luffy?
Dragon: ...Ah... I'm full...
Koala: Guess Sabo already told you, huh?
In reality, Dragon completely dodged the topic of Luffy.

Yeah, I just thought that was him saying he's heard all about Luffy from Sabo, which is why Koala asked if he's talked to him.
