Well, America's problem with television is that the incumbents are entrenched and quasi-monopolised. Why should the networks compete when there's no reason to?
I mean, I can cord-cut very easily because I can get an internet-only plan at my house, subscribe to Netflix, and subsist on BBC iPlayer.

Which would still make Green Day not 2000's music. Half of their discography was written before the year 2000. If we're going to include all the way up to 2004 then that means 2/3rds of their discography counts as 90's music and not 00's music.
